SB 2463 requires local governments to adopt policies that limit nonessential outdoor lighting during bird migration seasons. The policies must mandate that nonessential lighting be turned off from 11 p.m. to 6 a.m. between April 1 - June 1 and September 1 - November 1. The goal is to reduce light pollution that disrupts bird migration and nesting patterns​.
