SB 2494 eliminates the "reasonable impediment" affidavit as a method for voters to cast ballots without valid photo identification. It removes the option for voters to present an alternate form of ID, such as a bank statement or utility bill, along with an affidavit explaining why they lack photo ID. The bill requires all in-person voters to present one of the official photo IDs listed in Texas election law, except for limited exceptions such as disability waivers​.
