SB 2556 allows municipalities and counties to regulate the carrying of firearms on publicly owned fairgrounds and similar public facilities during fairs, festivals, carnivals, and similar events. It authorizes both local governments and private entities operating on public property to prohibit firearms at such events, regardless of an individual's license to carry. The bill also creates a Class A misdemeanor offense for carrying a firearm in violation of such regulations.
