SB 2590 changes the rules for recounting ballots from paperless electronic voting systems. It removes the requirement to establish a specific ground for requesting a recount of electronic votes, allowing candidates who were not initially declared winners to obtain a recount automatically. The secretary of state is tasked with developing procedures to accommodate this new process.
