SB 2651 establishes a pilot program to breed deer that are resistant to chronic wasting disease (CWD) and updates regulations for CWD containment. It limits movement restrictions on deer to within 10 feet of an enclosure housing infected animals and sets conditions for lifting movement bans. The bill also allows lawsuits against the Texas Parks and Wildlife Department if movement restrictions are not removed when required. Under the pilot program, genetically resistant deer will be bred and released into the wild between February and April each year, with some available for sale to licensed deer breeders​.
