SB 2698 expands the Public Utility Commission of Texas' (PUC) authority to obtain criminal history records on applicants, employees, and contractors who access confidential records or infrastructure data. It also permits the PUC to request FBI background checks for certain employees and mandates confidentiality of acquired records​.
