It mandates that manufacturers provide vehicle owners and independent repair shops unrestricted access to vehicle-generated data, critical repair information, and tools, including via wireless systems. The bill also prevents manufacturers from forcing consumers to use specific brands of parts or repair services, except for recall and warranty repairs. Violators face civil penalties up to $10,000 per violation per day, and the Texas Department of Motor Vehicles (TxDMV) is authorized to enforce compliance through investigations, rulemaking, and reports to the governor and legislature​.
