SB 2755 limits damage claims in motor vehicle collisions if the claimant failed to maintain financial responsibility (auto insurance) at the time of the accident. Individuals without insurance are barred from seeking non-economic damages, such as pain and suffering, unless they qualify for exemptions, such as being a passenger, a minor, or a recently deployed service member​.
