SB 2756 modifies the Texas Government Code to expand eligibility for medically recommended intensive supervision (MRIS) for inmates who are elderly, terminally ill, mentally ill, intellectually disabled, or physically disabled. The bill requires that an inmate's release under MRIS must include supervised conditions to mitigate public safety risks. Additionally, a parole panel must issue a written explanation if they deny release due to concerns about an inmate's risk to public safety. The bill also allows non-U.S. citizen inmates who are not serving life sentences or death sentences to be transferred to federal immigration authorities for deportation if a parole panel determines they are not a risk to public safety​.
