SB 2772 revises rules governing the Texas Juvenile Justice Department's (TJJD) access to and dissemination of juvenile justice information. It expands the list of entities that may access juvenile records to include public and private universities, alongside existing access for criminal justice agencies, the Texas Education Agency, the Health and Human Services Commission, and the Department of Family and Protective Services. It also removes language requiring separate agreements for research or statistical access to non-identifiable juvenile data​.
