SB 2813 amends the Penal Code and Occupations Code to increase penalties for the illegal possession and sale of catalytic converters. It establishes a presumption of lawful possession for individuals who either own the vehicle from which the catalytic converter was removed or who possess it in the ordinary course of business as a registered metal recycling entity. The bill also creates a state jail felony offense for selling a catalytic converter to anyone other than a registered metal recycling entity.
