SB 2908 requires firearms surrendered through law enforcement buyback programs to be destroyed unless they are sold to a private buyer who passes a federal background check. The Texas Commission on Law Enforcement is authorized to discipline law enforcement officials who fail to comply with the destruction requirements​.
