SB 2930 increases the allowable length of new electric transmission lines that can be constructed without requiring an amendment to a utility's certificate of public convenience and necessity. It raises the limit from three miles to five miles for lines connecting to load-serving substations and from one mile to two miles for lines connecting to generation substations​.
