SB 2951 grants sheriffs and constables in counties with populations over 3.3 million the authority to enter contracts with local governments, businesses, or property owners’ associations to provide law enforcement services. It also prohibits county commissioners courts from restricting these contracts or reallocating funds intended for sheriff and constable offices.
