HB 36 prohibits political subdivisions in Texas from using public funds to hire registered lobbyists or to pay membership dues to associations that employ them. Exceptions include information sharing and advocacy by elected officials or employees not required to register as lobbyists. Residents can sue to stop prohibited spending and recover attorney’s fees if successful.
