HB 46 prohibits political subdivisions from using public funds to hire registered lobbyists or pay dues to associations that employ them. It permits elected officials and employees to communicate with legislators as long as they do not require lobbyist registration. Taxpayers may seek injunctive relief and recover legal fees if their political subdivision violates the ban.
