HB 56 prohibits political subdivisions from using public funds to hire registered lobbyists or pay organizations that employ them, with an exception for associations that exclusively represent elected sheriffs. It allows local officials and employees to communicate with lawmakers as long as they do not need to register as lobbyists. Residents may sue to stop violations and recover legal costs if successful.
