HB 1366 introduces a limitation on the duration of state employment for non-faculty state employees. Individuals may not serve as state employees for more than 24 cumulative years, starting from January 1, 2026. Faculty members at institutions of higher education are excluded from this limitation. The law will take effect only if a related constitutional amendment limiting service in state positions is approved by voters​.
