SB 1739 establishes the Child Care Protection and Enhancement Fund, which will be administered by the Texas Workforce Commission to expand childcare capacity and enhance subsidized childcare rates. The fund will be held outside the state treasury and managed by the Texas Treasury Safekeeping Trust Company. It will distribute interest earnings annually to support subsidized childcare programs, subject to approval by the Texas Comptroller. The bill takes effect only if a related constitutional amendment is approved by voters​.
