SJR 56 proposes a constitutional amendment to create the Child Care Protection and Enhancement Fund, which would be a trust fund outside the state treasury. The fund would be used exclusively for expanding childcare capacity in Texas and increasing state-subsidized childcare reimbursement rates. It would receive funding from legislative appropriations, gifts, grants, donations, and investment earnings. The Texas Workforce Commission would administer the fund, with all expenditures dedicated to childcare improvement efforts. If approved by the legislature, the amendment will be placed on the ballot for voter approval in the November 4, 2025, election​.
