SB 2428 creates a “Right to Repair” law for certain digital electronic equipment. It requires manufacturers to make repair documentation, replacement parts, and diagnostic tools available to independent repair providers and consumers on fair and reasonable terms. The bill excludes certain categories of equipment, including medical devices, motor vehicles, farm equipment, and safety communications systems. It grants enforcement authority to the Texas Attorney General but prohibits private lawsuits.
