SB 2598 requires individuals planning to construct structures taller than 500 feet in certain counties near National Wildlife Refuges to provide at least 90 days' notice to the Texas Parks and Wildlife Department. If the department determines that the structure would materially harm wildlife, it may seek an injunction to block the project.
