SB 2780 allows gas utilities to defer certain costs related to gross plant assets placed in service but not yet recovered in rates. It permits utilities to record post in-service carrying costs, depreciation, ad valorem taxes, and certain operational expenses as regulatory assets. These deferred costs will be reviewed in general rate proceedings and may be subject to refunds if disallowed by the Railroad Commission​.
