SB 542 amends the Texas Property Code to prohibit property owners' associations (POAs) from imposing fines on property owners for discolored or brown vegetation or turf during periods when residential watering restrictions are mandated by a municipality, water utility, or other water supplier as part of drought conservation efforts. The prohibition also extends to a reasonable period after the restrictions are lifted.
