HB 100 would distribute direct one-time rebate checks to all households with a homestead exemption if Texas receives federal reimbursement for border security costs under a specific federal law (“One Big Beautiful Bill”). Rebates would be tax-free and not affect state benefits. Any future reimbursements would be dedicated to school tax compression.
