HB 102 overhauls Texas' public school testing and accountability system. It reduces testing to only that which is federally required, replaces current state assessments with nationally norm-referenced "instructionally supportive" exams, limits test length, and prohibits standalone essay questions. It also amends school accountability metrics to focus more on growth, readiness, and instructional feedback, and restricts the Texas Education Agency's ability to alter ratings mid-year.
