HB 103 requires the Texas Comptroller to conduct a comprehensive review of the state’s sales and use tax base. The review must identify currently untaxed goods and services that are taxable in other states, analyze economic impacts of expanding the tax base, and report findings and recommendations to the Legislature by December 1, 2026.
