HB 163 creates a civil cause of action against a judge or magistrate who improperly releases a defendant on personal bond in violation of the Code of Criminal Procedure. If the defendant commits a violent offense while released, the victim may sue the judge for up to $10 million. Judicial immunity is not a defense.
