HB 36 prohibits the sale, delivery, or purchase of consumable hemp products to or by anyone under 21, bars minors from entering hemp retail premises, and restricts employment at such retailers to those 21 or older (with a narrow family business exception). It creates new criminal offenses for underage sale, purchase, or attempted purchase, with escalating penalties, community service, and driver’s license suspensions for repeat offenders.
