HB 54 mandates that individuals appointed to public offices or serve on advisory boards or task forces in Texas state or local government must be U.S. citizens. It does not apply to positions with qualifications set exclusively by the federal or state constitution. Non-citizen officeholders must vacate their roles on the bill's effective date unless they become citizens.
