HB 66 creates a new statewide program under the Texas Division of Emergency Management to provide matching grants and low-interest loans for disaster recovery, home repairs, and mitigation infrastructure. Funds may be used by individuals, political subdivisions, or businesses in declared disaster areas. A new Disaster Relief and Prevention Account is established in the general revenue fund to finance the program.
