HB 72 expands state preemption authority over municipalities and counties, prohibiting them from regulating areas already occupied by state codes (e.g., Penal Code, Election Code). It enables private legal challenges and grants the Attorney General power to investigate and penalize localities in violation, including budget and tax rate restrictions during litigation.
