HB 97 directs the Texas Education Agency to reduce the school district maintenance and operations (M&O) property tax rate (state compression percentage) to zero using surplus general revenue. Once zeroed out, school districts would be barred from levying Tier One M&O taxes and would instead receive full state funding for those obligations.
