HB 98 repeals the authority for school districts to levy M&O property taxes starting in 2030 and replaces them with a state-level VAT (6.72%) and optional local VATs. It also authorizes a 0.5% “school district enrichment VAT” and repeals significant portions of the Tax and Education Codes. Contingent upon a constitutional amendment, the bill overhauls school funding and aims to eliminate local property taxes by shifting to consumption-based revenue.
