HJR 17 would abolish all ad valorem (property) taxes imposed by political subdivisions starting January 1, 2030. The only exception is for the repayment of pre-existing bonds, where limited property tax collection is allowed until such obligations are fully paid. No new property taxes would be authorized after the cutoff date.
