SB 25 allows indigent parents in CPS termination cases to choose their own attorney ad litem, if qualified, rather than being limited to court-appointed lists. Counties must pay the attorney as they would for a court-appointed lawyer. Courts may not interfere with the parent's selection and can only review for minimum qualifications.
