SB 28 prohibits issuing groundwater permits authorizing transfers of more than 5% of a district’s modeled available groundwater. For certain high-capacity wells, permits also require two-thirds approval from all districts in the groundwater management area. It narrows the definition of exempt transfers in existing law.
