SB 32 authorizes the Texas Division of Emergency Management (TDEM) to declare a local state of disaster on behalf of a political subdivision when local officials are unavailable. It empowers TDEM to issue evacuation orders, restrict movement, and impose emergency controls during such disasters. The bill also expands the penalty enhancement statute for crimes committed during disasters to include TDEM-declared events.
