SB 35 amends the Penal Code to remove the "noncustodial" limitation for the offense of interference with child custody. Any parent who entices a child to leave the custody of the other parent or guardian now commits an offense. The base offense is a Class C misdemeanor (or state jail felony under aggravating conditions).
