SB 38 creates a new pathway for unincorporated areas in or near FEMA-designated flood hazard zones to incorporate as Type C municipalities. These cities must adopt strict flood preparedness ordinances, prohibit certain construction in high-risk zones, install flood warning sirens and barriers, and coordinate with county and state emergency services. Failure to adopt mandated ordinances results in automatic dissolution.
