SJR 1 proposes amending the Texas Constitution to explicitly prohibit the legislature from imposing a state income tax on individuals. While current law already makes enacting such a tax difficult, this amendment would further entrench that ban by requiring future repeal efforts to overcome constitutional restrictions.
