SJR 2 establishes an independent, 15-member redistricting commission tasked with drawing boundaries for U.S. House, Texas Senate, and Texas House districts. The commission replaces legislative redistricting authority, uses a bipartisan selection process, prohibits gerrymandering, and includes transparency mandates such as public input, hearings, and a public-facing website. The amendment repeals Section 28, Article III (current redistricting process), and is set to take effect in 2029 if adopted by voters in May 2026.
