Digest
HB 1001 mandates the use of paper ballots in all Texas elections and prohibits the use of electronic voting devices for certain election processes. It requires polling places to provide paper ballots upon request and bans the use of ballot-marking devices. Voters will complete paper ballots that must then be scanned with optical scanners at polling places. The law repeals existing provisions allowing certain electronic election devices, with an effective date of September 1, 2025.
