HB 2969 prohibits the State Bar of Texas from imposing licensing restrictions or disciplinary actions based on an attorney’s religious or political beliefs, freedom of speech, or membership in religious organizations. The bill allows attorneys and applicants to challenge any burdens placed on these rights in court, except in cases involving allegations of sexual misconduct or criminal prosecution.
