HB 691 increases the minimum wage in Texas to $19 per hour or the federal minimum wage, whichever is higher. It also requires that tipped employees receive at least half of the established minimum wage without reduction due to a tip credit, ensuring employers cannot retain any portion of employees’ tips. The law repeals any conflicting provisions in the Labor Code and is set to take effect on September 1, 2025​.
