Interim Hearing | Environmental Permitting & Regulatory Reform

The Texas House Committee on Environmental Regulation will hold an interim hearing on Tuesday, September 15, 2026, at 10:00 a.m. in Room E2.016 of the Texas Capitol.
The committee will review implementation of legislation passed during the 89th Legislature involving intermediate bulk container recycling facilities, renewable biomass feedstocks used to produce renewable chemicals, standard permits for certain concrete plants, and permit application review procedures for projects involving liquefied natural gas export terminals.
Lawmakers will also examine the broader environmental regulatory process governing air, land, and water quality, waste disposal, and industrial development. The committee will consider opportunities to streamline permitting, reduce unnecessary or duplicative regulatory requirements, improve coordination among state agencies, and increase transparency and predictability while maintaining environmental safeguards.
The hearing will additionally include oversight of the Texas Commission on Environmental Quality (TCEQ), certain environmental matters regulated by the Department of State Health Services (DSHS), and the Texas Low-Level Radioactive Waste Disposal Compact Commission.
