Interim Hearing | Oyster Mariculture & Wildlife Conservation

The Texas House Committee on Culture, Recreation & Tourism will hold an interim hearing on Wednesday, September 30, 2026, at 10:00 a.m. in Room E2.012 of the Texas Capitol.
The committee will examine the status of Texas’ cultivated oyster mariculture industry, including challenges involving insurance, access to capital, the availability of in-state hatcheries, research needs, and market access. Lawmakers will consider the potential benefits of sustainable oyster farming for water quality, coastal ecosystems, and the long-term stability of the industry.
The committee will also review the Texas Parks and Wildlife Department’s voluntary Commercial Oyster Boat License Buyback Program and consider whether additional state support is necessary to improve oyster habitat and conservation.
Lawmakers will additionally review implementation of House Bill 1397, passed during the 89th Legislature, concerning the care, custody, and display of the Texas Constitution, Texas Declaration of Independence, and the historic victory or death letter.
The committee notice specifies that invited testimony only will be heard, although electronic public comments may be submitted.
