Interim Hearing | Property & Casualty Insurance Costs

The Texas House Committee on Insurance will hold an interim hearing on Monday, October 5, 2026, at 9:00 a.m. in Room E2.026 of the Texas Capitol.
The committee will examine the drivers of rising property and casualty insurance premiums and their effects on housing affordability in Texas. Lawmakers will review rate trends, underwriting practices, market availability, coastal and catastrophe-exposed regions, reinsurance, litigation trends, regulatory resilience, and possible opportunities to reduce insurance costs while maintaining consumer protections and market stability.
The committee will also evaluate consumer protections in property and casualty insurance, including transparency, consumer choice, and coverage adequacy. Lawmakers will review implementation of House Bill 2067 concerning the declination, cancellation, or nonrenewal of insurance policies and consider whether additional statutory or regulatory changes are needed.
The hearing will additionally review implementation of House Bill 138, House Bill 3689, and Senate Bill 458. The committee notice specifies that invited testimony only will be heard, although electronic public comments may be submitted.
