Interim Hearing | Rio Grande Compact & Texas Water Supply

The Texas House Committee on Natural Resources will hold an interim hearing on Tuesday, October 6, 2026, at 10:00 a.m. at the Texas A&M AgriLife Research Center, 1380 A&M Circle in El Paso.
The committee will examine the impact of groundwater pumping in southern New Mexico on surface water supplies in the El Paso region. Lawmakers will study the history and merits of claims made by Texas under the 1938 Rio Grande Compact and evaluate the Compact Decree pending before the U.S. Supreme Court, including whether it provides Texas an equitable apportionment of water from New Mexico and whether unresolved disputes remain.
The committee will also study innovative water supply strategies and the feasibility of projects eligible for the New Water Supply for Texas Fund, including impediments to project development and opportunities to increase their contribution to the state’s overall water supply.
The hearing will additionally include oversight of the Texas Commission on Environmental Quality. The committee notice specifies that invited testimony only will be heard, although electronic public comments may be submitted. Registration for invited witnesses will be available on-site, and a live video broadcast will not be available.
