Interim Hearing | Carbon Capture, Produced Water & Seismicity

The Texas House Committee on Energy Resources will hold an interim hearing on Monday, September 14, 2026, at 8:30 a.m. in Room E2.026 of the Texas Capitol.
The committee will examine the continued viability of carbon capture, utilization, and storage in Texas, including its effects on energy development and security, pore-space ownership, operator liability, environmental protections, and the potential impact of recent federal changes involving Class VI primacy.
Lawmakers will also review the utilization of produced water in Texas, including opportunities for beneficial reuse, barriers to deployment, financial impediments, liability concerns, and permitting. The committee will additionally study Railroad Commission regulation of disposal and injection wells and consider whether additional measures are necessary to address seismic activity and protect public safety and critical infrastructure.
Public and invited testimony will be heard.
